The Environment Bureau used to set the target on ‘To reduce the current per capita MSW disposal rate of 1.27 kg per day to 0.8kg per day by 2022’, in the plan of ‘Hong Kong Blueprint for Sustainable Use of Resources 2013-2022'. Yet, according to the Environmental Protection Department (EPD) from the ‘ Monitoring of Solid Waste in Hong Kong, Waste Statistics for 2018’ years, pointed out the amount of waste disposed of per capita has been rising annually in the past five, however, the recycling rate has been declining. Even worse, the garbage levy policy has not been implemented in time which intensifies the waste problem in Hong Kong.

The report stated that waste paper is the second-largest component of municipal solid waste, the amount of waste paper disposed of in landfills reached 2,702 metric tons per day (24% of municipal solid waste) in 2018, increased by 6.7% from 2017. Plastic waste is the third-largest component, with the disposal of 2,343 metric tons per day (21% of municipal solid waste) in 2018, increased by 10.3% compared to 2017.
